Slow internet, COX has no solution?

Alright well according to COX I should be getting about 1 megabit for download speed. However when I download anything I cap off at about 130 kbs. I have a brand new machine with 8Gbs of ram and I am hardwired into my brand new SURFboard SBG6580 Wi-Fi Cable Modem Gateway DOCSIS 3.0 capable made by Motorola. I called both COX and Motorola and they said that everything was perfect and I should be able to get the 1 megabit rate easily. COX even sent out a tech who tested all the lines and even replaced the coaxial lines. I even used third party sites to test my speed and they said the same thing. I have tried downloading from a dedicated server that I pay for that I have been able to download from in the past on a different network for about 2 mbs. (I have also tried public servers) I've tried using other peoples computer on our network (both wireless and hardwired) and they are also limited to 130 kbs. However the same computers are able to get the 2mbs from other networks. I have Norton 2010 and Malwarebytes, both say my computer is clean, and tried turning all the firewalls off to see if it would increase, but nothing happened. COX has no solution neither does Motorola. Any help would be greatly appreciated.

Well, my first guess would be to grab a live Linux CD, Ubuntu will do the trick. Make sure you are hardwired in, you don't need to install it just "try it" and it will load up the OS w/o touching anything on the hard drive. Again, while hard-wired, run the speed tests. If they are the same value it's not your computer. Actually, any computer capable of connecting to the internet should see similar speeds. From experience I can tell you, this is all Cox's issue. I suspect that to help you out any they would have to re-run lines to the entire neighborhood. The other thing to think about is definitely a bum modem/router, that will usually destroy your speeds.

Remember that Cox is running the signal to your house over the same worn-out, aging copper wires as the static-ridden analog cable you can get from them.

Also, make sure you're doing the math right. If you are getting 130 kiloBYTES down, then you are reaching the maximum speed. If it's only 130 kiloBITS, then it is really slow.

Disconnect the gateway and try it on someone else's line. If their speed is immediately crippled, you've got your culprit.

("Brand-new" doesn't mean squat in terms of "this should work," alas.)
