I have already double checked the security settings in IE. Microsoft's solutions don't work and their update website does not work so I can't download a fix from them. Is there something in registry I can do manually?

First; try to disable proxy servers:
1. Launch Internet Explorer
2. From the menu bar, select Tools and click Internet (the Internet options dialog box appears)
3. Click the Connections Tab at the top of the dialog box
4. Click LAN Settings near the bottom right of the box (the LAN Settings dialog box appears)
5. Ensure that, "Automatically detect settings", "Use automatic configuration script" and "Use a proxy server", are all Unchecked.
6. Try to access the secure site again.

If you'd tried all that you can and still can't get it to work, with registry there are ways. I suggest you if you've found yourself in a corner to look at the sources given. There are a variety of problems that could be the problem such as being on a network that could be the culprit or virus/spyware that may be undetected. In any case, the sources given is a starting point if you choose to tough the registry.
Good luck.

The virus would nicely be on the computer. you should in simple terms attempt utilising chrome and uninstalling IE. Chrome is way a lot less confusing, swifter, and has a lot more beneficial purposes (by using extensions) anyhow, so chrome will be a more beneficial helpful option even if eliminating IE takes the viruses out with it
