I started the ebay/paypal dispute process but it sounds like steps take a long time to resolve and paypal might not do much. Since this looks like clear fraud I emailed paypal to see if refunds could be expedited. No response yet but it has only been a day.
Since I paid thru paypal with a credit card can I just go to my bank and request a chargeback? Would I be doing this anyway sometime in the paypal dispute process?
Finally, since the seller used the Post Ofiice by issuing a tracking number to delay discover of their fraud does this escalate their crime to mail fraud?
