Sometimes when I save a picture on my computer with a transparent background, when I upload it to a different site to use it as an avatar, the background turns a solid colour instead. even if it is not animated

what you have there is probably a .GIF image with transparent background. You can make your own quite easily with Paintshop Pro, or similar, but have to select which background colour you want to be transparent. I would guess that when you upload it as an avatar, the transparency is lost and the original (solid) colour shows through.

GIFS can have a transparent background. To unlock the background layer, double click it. Then use the magic wand or other selection tools to select the background color that you want transparent and press delete. Then press ctrl+shift+s to save for web. Choose GIF as the save type, save it and you're done.

I find that .png files work best for holding transparencies on the web.
