If I have a window already open and want to minimize to open another window, how do i get a different window to pop open instead of bringing my already open window back up?

That can happen in IE. I dont know the exact place to disable this feature, but you have a workaround.
What u can do is open a new window while working in the medicare site by either hitting + or clicking on File > New > Window on the top left corner. Once the window opens, then click on the yahoo icon to access mails, so that the mail opens in the second window.
Or just go to http://mail.yahoo.com in a new window and type in the username n pwd. Does not take much time. Trust me.
To open a hyperlink in a new window, you can right click the link n choose 'Open in new window'.

Interesting. I hadn't noticed that before. If you try to open the same folder twice, you can't do it. This behavior occurs ONLY when opening something you already have open -- there's no limit of how many DIFFERENT folders you can open. There's a couple of solutions ...
You could always open the first copy (of, say, My Documents) and open any folder in it. Then, you can open a second copy (e.g., My Documents again). In the first copy, hit the up button and you have two copies (e.g., of My Documents).
The other possibility is to right-click on what you want to open and choose Explore. You can do that as many times as you want. It's true you'll get the (so-called) "Explorer Bar" open with a list of folders in the left pane, but you can close that with the X at the top right of the pane.

Do you mean internet explorer windows? minimize whatever and just click the internet explorer icon or if you don't even want to minimize click on the start button and open explorer from there.

Press and hold Alt, and then hit Tab. Keep pressing tab until the window you want is listed, and then let both keys go.
