From the problem description, I understand that you had upgrade the IE 7 to Internet Explorer (IE) 8, but it runs without add-ons and cannot install ActiveX control. If there has been any misunderstanding, please let me know.

Please understand that the IE 8 is just released, so many program cannot support it. After taking my steps, if the issue persists, I suggest that you uninstall IE 8 to back to old version IE from control panel.

After that, if you still can not install the ActiveX control, please take the following steps.
Step 1: Check ActiveX options
=======================
1. Start "Internet Explorer".
2. On the "Tools" menu, click "Internet Options".
3. In the "Internet Options" dialog box, click the "Security" tab, and then click "Internet".
4. Under "Security level for this zone", click "Custom Level".
5. Under "ActiveX controls and plug-ins", set all the following options:
Download signed ActiveX controls Enable or Prompt
Run ActiveX controls and plug-ins Enable or Prompt
Script ActiveX controls marked safe for scripting Enable or Prompt
6. Click "OK", click "Yes", and then click "OK".
Note: If Windows XP Service Pack 2 has already been installed, please also check the top of the Internet Explorer window and see if the Information Bar displays a notification that the site is trying to run an ActiveX control. If so, please click on the Information Bar and install the ActiveX control. The publisher is "Microsoft Corporation".
If you find any of the above files, please right click to rename the file to a new file name with the extension "old" (such as wuapi.old). Please understand that we may not find all the files listed above. If so, it is normal, and please continue to search for the rest of the files.
Step 2: Turn off the Pop-Up blocker

1. Start "Internet Explorer".
2. On the "Tools" menu, point to "Pop-up Blocker, and then click "Turn Off Pop-up Blocker."
Step 3: Rename corrupted DLL files in Safe Mode
====================================
1. Reboot the computer and start pressing the F8 key on your keyboard.
2. When the "Windows Advanced Options" menu appears, select "Safe Mode", and then press "Enter".
3. Log onto Windows.
Note: In Safe Mode, your system display and Desktop will look and perform differently than in Normal Mode. This is only temporary. To return the system back to Normal Mode, we can simply restart the computer.
4. Click "Start", and click "Search".
5. Select "All files and folders", and then search for the following files:

wuapi.dll
wuauclt.exe
wuauclt1.exe
wuaucpl.cpl
wuaueng.dll
wucltui.dll
wups.dll

Tip: when searching for multiple files in Windows, you may enter the file name consecutively like iuengine.dll; wuapi.dll; wuauclt.exe in the search field. This will speed up the whole process.

1. When the error appears, please press the "Print Screen" key (PrtScn) on your keyboard.
2. Click "Start", click "Run", type MSPAINT, and click "OK".
3. In Paint, click "Paste" under the "Edit" Menu, click "Save" under the "File" menu, type a file name for the screenshot, choose JPEG as "Save as type", click "Desktop" on the left pane, and click "Save".
