outlook express, cannot send and recieve message?

This is the error message i got when sending email message from my outlook express.

Contact the Registrar you have the domain registered through (since you are paying them for the service) for the procedure for the administrator of website to setup and configure e-mail accounts

If this problem is only with one address, check that address and see if it is keyed in properly. Sometimes there is a space where there shouldn't be one. Also, make sure there is no dot at the end of the address. You can't always see them. To make sure, move your cursor a space or two beyond the address and then press backspace until the cursor is at the end of the address. These are some of the problems I have had.
