Clear cookies and cache.

Then do the following:

1. Go to start

2. Run

3. Type CMD and press enter.

4. Type ipconfig /flushdns and press enter

5. Type exit and press enter.

Then restart PC and retry.

If the problem persists, wait for your local ISP update or contact them and make sure they are not blocking certain connections.

Is it on a stand-alone, user PC just browsing the net? Or is it within a networking environment. If so, rules will need to be created on the host server. If it's on your desktop at home, check Windows Firewall and make sure that if it's on, FTP traffic is being permitted.
