In IE select the View menu, within that menu there should be a Status Bar option. Select this and it will come back.

It is possible that you are looking at a window generated from Yahoo Answers "Search The Web" button, this create a window without the Standard Icons, Menu Bar or Status Bar. If this is the case then Right-Mouse click on the header bar of the window and it should be possible to re-enable these features from there.
