I am in the USA and There are three ways that buyers in other countries can see my listings:
When I list my item, all I have to do is select international shipping and my listing will be viewable on both the domestic eBay site and the Global Buying Hub.
Include your listing on each individual eBay country site in addition to your regular sites (for me is eBay.com in the U.S.)
List your items for sale directly on eBay sites in countries around the world. For example, to sell in the United States, you’d list on ebay.com (link is below)

Requirements for selling internationally
To make items available to buyers in other countries, you might need to be ID Verified.
Review the Prohibited Articles list prior to specifying international shipping to familiarize yourself with import and export restrictions. Whenever you sell to buyers in various countries, make sure that you comply with the international trading laws in those countries.
You also need to specify shipping worldwide, or to the individual countries or regions where you’re willing to sell.
Communicating with buyers
Selling to buyers in various countries can mean answering emails at unusual times because of time differences.
If you don’t speak the same language as a potential buyer, you might want to use translation software to translate key phrases. Some translation services are available for free on the Internet. Many are not 100% accurate, however, and eBay cannot guarantee their services. If you use such a service, provide simple, grammatically correct phrases free of abbreviations to make translations more understandable.

To sell globally, you’ll need to accept PayPal as a method of payment. In most countries, sellers should be PayPal Verified. In Germany and Switzerland, the verification process is PostIdent.
Shipping internationally
eBay recommends that you specify a shipping service and cost because items with this information attract more buyers. Some considerations when shipping internationally are:

If you're eligible for this upgrade, you'll have the option to add it on the "Review your listing" page before you submit your listing. There's a separate fee for each country you choose.
List an item on another country’s eBay site
1. Go to ebay.com (link is below)
2. Scroll to the bottom of the page and click the link for the country where you want to list your item. You'll be taken to that country's eBay home page automatically.
3 Click Sell at the top of the page, and follow the “List your item for sale” form.
List an item on multiple country sites using the Global Buying Hub (global.ebay.com)
1. Go to ebay.com (link is below)
2. Click Sell at the top of the page.
3. On the “Choose a listing form” page, in the “sell your item form,” select More listing choices (long form).
4. On the Create your listing page, scroll to the “Give buyers shipping details” section and click Add or remove options.
5. Under “International shipping,” select Show international services and options. Click Save.
6. Under “International Shipping,” select one of these shipping cost options from the drop-down menu:
* Flat: Same cost to all buyers
* Calculated: Cost varies according to buyer location
7. From the “Ship to” drop-down menu, select Choose custom location.
8. Select the regions to which you're willing to ship. You can select as many as you like.
