I take it that you got that in a SPAM e-mail. I can spot that cr@p a MILE away!!! Delete it and do NOT use it!!!!!
That is Phishing. Phishing is a way scam artists get your personal info for the act of Identitiy Theft. You NEVER EVER open an e-mail from anyone you do not know!!!! Unsolicited e-mails are SPAM. SPAM contains that Phishing thing as well as spreads computer viruses and other types of mal-ware such as spyware. "Spoofed" e-mail is another type of spam that pretends to be from a reputable source, but in reality is NOT and is USUALLY a form of Phishing. In addition, going to websites like that can infect your computer, too!!!

BTW: if you get any mail from Yahoo that is questionable forward it to: spoof@yahoo.com
Ebay has a similar address to send questionable emals "from them" to: spoof@ebay.com
The same with PayPal: spoof@paypal.com
The next one of those you get report it to PayPal and then NEVER open spam AGAIN!!!
