For instance, I once found that two people had the same IP address, they lived in the same town. Is this at all possible?

No, it's impossible for two people to have the same IP address, period.



EDIT: Well, the same external address. It is very possible for there to be multiple people with the same internal address, just not on the same network. As the poster below said, "192.168.1.1" is, I believe, the default IP address for the first computer in a network.

If you are using the same internet service provider you and someone else could have the same (Public) IP address but not at the same time.



Most consumer internet IPs are dynamic so they change after a period of time and an address you have one week someone else with internet from the same provider will have the next week etc.

It is impossible because the IP address is like your computers fingerprint. Some people are confused, however, as to what their IP address really is. Use websites that tell you your IP address and that should clear things up.

Thats impossible but in different COUNTRIES then its maybe possible but in the same town its impossible but what some hackers do it they temp use random peoples ips on proxy sites to hacm people that helps them to make sure they dont get caught

Yes lots of people have the same address the most common one is 192.168.1.1 because they are private networks. And can be used over again because they do not communicate with each other
