We need more information
1. Do you have a router? If so, how is it configured?
2. Are other pcs able to connect (this assumes a router and multiple pcs on the network). This will tell us if the problem is the configuration of your pc OR the configuration of the router.
3. When you say your web browsers cannot connect to the internet it can be a problem with DNS settings and we will need to know how this is configured.
Let's stab at it this way and assume you have a dynamic IP address from your ISP:
1. Turn off the modem and router and pc.
2. Remove the router from the connection.
3. Turn on the pc and let it warm up. No wired connection to any network device is wanted at this time. Right click on My Network Places, click on properties. Right click on your wired lan connection, select properties, highlight Internet Protocol (TCP / IP) and click on the properties button. Make sure the properties window is set to obtain IP address automatically and obtain DNS automaticaly. Close out of this and shut down pc.
4. Run a CAT5 cable from your pc to your Modem's Internet feed.
5. Turn on Modem. Wait at least 1 minute and then turn on pc. Wait until it warms up fully. Now open Internet Explorer and see if you can see any public web page. If you cannot call your ISP as there is likely a problem with their system. Leave the pc configured in this way until the ISP and you have resolved the issue.
6. If you can open a web page the original configuration may have been incorrect.
7. If you have a router, you should now reinstall it according to the router manual directions. Make sure the router WAN config is for a dynamic IP address; make sure the router LAN config is to provide LAN IP addresses via DHCP. Carefully check all of this in the router config section of the manual or problems will reappear.
