A program that saves your favorite sites, so you can save the list, take the list with you, and click to go straight to your site.
What sort of features would you need?
For example:
Top Music site with a sample of sites listed, and space for you to save your own favorites.
A link to the top search engines, so you can find and save your own favorites.

What do you think is needed?

You could make a "program" like this with a little HTML skill. Very basic programming course would teach you to make a webpage that can do all of this. the page would be a file that you could take with you everywhere. Think of a webpage that you have visited lately that has a list of links to other pages. That's it!

In your Yahoo account, use the "bookmark this page" feature, not the favorites list. The "favorites" are stored locally on the computer. The "bookmarks" are stored in your Yahoo profile account. I am from the US but presently in the Philippines. And though I am on a different computer here, I can access all my favorite sites from the US through the "bookmarks" menu.

Note: you may have to add "bookmarks" to your toolbar by right-clicking on a blank space inside the toolbar.

Bookmarks (in Mozilla) and Favorites (in Internet Explorer) do this for you for Free. you can copy your bookmark or favorites folder to a disk to carry with you. You might want to arrange them in a usefull order before doing so. I find them both cumbersome to work with. I have written a program that takes the (Mozilla) bookmark file and makes a web page out of it. I am working on one for (Internet Explorer) Favorites. I like it so much I use it for my home page. I could copy this (home Page) file on a floppy disk and carry it, it's so small. It has 200 links on it thou. The folders I am talking about are hard to find. In IE the favorites folder is in the C:\windows\favorites\ directory. The mozilla file is burried deep. IT's here C:\ WINDOWS\ ApplicationData\ Mozilla\ Firefox\ Profiles\ aefo3o1m.default
