I have just upgraded my Windows 7 PC to Windows 8 Consumer Preview. I have kept my files and settings and apps so I still have IE9. I cannot install IE10 Platform Preview because it says that I must runt Windows 8 Developer Preview. can anyone please provide a link where I can download IE10? Thank you :)!

If you already have the new Windows 8 Customer Preview it ships with IE 10. If it failed to contain IE 10 then try updating the OS (I don't know how they support the updates on that) and look for IE10 or look in the IE menu to upgrade. If all that fails I can only say get the new copy released.

Other than that try the Microsoft help

They have a Windows 8 Customer Preview IE 10 help forum:

I found the page for the Current Windows 8 Customer Preview

This is their main page:http://windows.microsoft.com/en-US/windows-8/consumer-preview

You have IE10 as part of Windows 8. Never, never install new OS over the old OS, CLEAN install, delete Windows 7 by reformat the drive. Never install a beta version on working computer which you use for normal work on. If you want to install on working computer then change out your hard drive for other empty drive. It will 6 months or more before the final version of Windows 8 will be release. Then you only need to power down and change drives to boot from Windows 7 & 8.

In my opinion, I think you should stay away from internet explorer. You should try other web browsers like Google Chrome & Mozilla Firefox for better security, connectivity, and overall quality. Hope that helps!
