Help, horrible internet connection ping spikes?

Hi all, I play WoT, a online muiltiplayer game and many others. Recently I have been getting atrocious ping spikes (999ms) while in-game. This has been going on for some time now and I have restored to asking for help :p

i have had this problem previously when i had no 'proper' spyware protection installed, but since i reinstalled norton the lag spike problem just vanished. but now its back....

your input would be greatly appreciated on this guys, cheers.

That sounds like a DDOS attack to me, I would change IPs or get a vpn
