Boot from your windows CD and choose the repair option. This will replace any corrupt or missing system files. Be sure to visit Windows update afterwards as many of the system files from the CD will need to be patched to the latest verion.

This behavior can occur when the Iexplore.exe file is damaged or corrupted. Quit all running programs, and then reinstall Internet Explorer. To do this, follow these steps: 1. If you are running Windows 95 or Windows 98, follow these steps:a. Press Ctrl+ALT+DELETE to open the Close Programs dialog box.

b. Click the first item in the list, and then click End Task.

c. Repeat step b for each process or program in the list, and then close the Close Program dialog box.

If you are running Microsoft Windows NT, follow these steps:

a. Press CTRL+SHIFT+ESC to start Task Manager.

b. On the Applications tab, click the first item in the list, and then click End Task.

c. Repeat step b for each program in the list, and then quit Task Manager.

2. Start Windows Explorer, and then locate the Ie4setup.exe file.

3. Double-click Ie4setup.exe to start Internet Explorer Setup.

4. Follow the instructions in the Active Setup Wizard to complete the installation.

5. When Setup is complete, start Internet Explorer.

This seems to be the easy way to solve your problem. See article at http://support.microsoft.com/kb/303395 for another solution.
