request removal of the block. they have done the above and the mail still comes back to me?

Verizon has blocked your ISP as a spammer. The ISP support people must contact verizon as indicated to get the block lifted. Different companies subscribe to different blacklists, so you may start getting more and more rejects.

it means the domain you are sending from (example: hotmail.com) is blocked by Verizon's automatic filter. Good luck getitng it unblocked. Try sending from a Yahoo, Gmail or other widely accepted webmail service.

Is it just random mail failure? You could probably add that email address to your blocked list. You could either checkmark if it goes in your bulk folder or if it's automatically deleted.
