Cant find Plugin tab in Wordpress .?

Hi , i went through official wordpress document which states that we can add plugins through plugin tab found in the adminstration panel . But i couldnt locate the plugin tab in the panel but i could find rest of all the tabs ie - Dashboard , Write , Manage, Comments , Blogroll , Presentation , user , option , upgrade. But Plugin tab is missing. Can someone help me ?
