I need to change the default picture displayed next to an URL in Internet Explorer Address Bar.

You can read all about favicons at: http://en.wikipedia.org/wiki/Favicon

You need to upload it to your websites root folder.

As the others said, it is a favicon.ico that you need to make and add. In some CMS, you can specify the favicon file name and location from within the site administration area. If there isn't anything like that, view the page source and look for something like this: That tells you where to place your edited favicon.ico file.

go to contral panel, go to icons and images and you can change the same. else, use ms help n support its a step by step guidline will help you in changign the icon..
