Why everybody is completely unable to solve this error " Unable to connect to the proxy server " ?

I started encountering an internet related proxy error on my HP pavilion notebook from 5th of May.
" Unable to connect to the proxy server "
After I complained about it to Reliance (internet provider), HP (regarding laptop) and Microsoft (regarding Win 8), I heard three different answers ::-

Microsoft - " It happens when you access any domain from your system " [ it's acceptable because I access my own domain from my laptop ]
HP - " It's all about service provider, contact them " [ not acceptable because I changed my internet ]
Reliance - " oh! " [ time wastage ]

Nobody was right here because I shifted to BSNL 3G and even changed dongle too. I refreshed my Windows 8 several times which always solves the problem temporarily. Problem became mysterious when only Apple Safari was running 3G as normal. After almost 3 weeks, I contacted HP again and operator was stunned by this story. He said " Oh really! that's paranormal "

Now I am unable to access internet on any browsers else than Safari. Please tell me the reason first, because I know, formatting windows will solve this problem.

this could be because of 2 issues (that i know about)



1, your using a none existing or broken proxy setting to connect to the internet which may have been caused by a virus or malware program

2, your computer was infected by one of the more destructive and targetting Malware/virus programs that you never done anything about.



a few years ago, the FBI detected this program that was on many peoples computers, they then set up a network to reroute all your internet connections through their servers to prevent a mass attack on their or other high profile servers. they stopped service for this (not sure when, but it wasnt long ago) and all computers that were not cleaned of the malware/virus were prevented from accessing the internet.



you may be able to rectify this by installing antivirus and anti malware, scannign for issues and removeing the problem.

Uninstall unwanted programs and removing the proxy loopback. Turn off the computer and reboot it into safe mode by tapping the F8 key as soon as you hit the power button to get into advanced boot options. Select safe mode from there and hit enter. After the computer boots up, Press and hold Windows+R keys to open up run command. Type in "inetcpl.cpl" and hit enter. Select the connections tab and press the LAN settings, Check the USE A PROXY server and then click on advanced.Once you are into advanced option delete everything and click on ok . Make sure there is no loop back and click on OK. It will give you an error message, but click on ok again. Now open up run command and type in cmd. IN the black window type the command to initiate windows installer service in safe mode. {http://www.symantec.com/connect/blogs/windows-installer-safe-mode}. Now go to control panel and uninstall all the programs that you are not aware of. Reboot the computer and it should work fine. These are the manual troubleshooting steps for proxy failure.
