Are you talking about your Internet Explorer browser or another browser?
If it's Internet Explorer (IE), then it could be an ADDON that's causing this problem with IE. Restart your computer to make sure there's no hung instances of IE, then go to Control Panel, then double click on "Internet Options", click on [Programs] tab at the top, then "Manage Add-ons" button. Try disabling everything in there then [OK] your way out and then test IE to see if that opens up.
If not, then you could try using HiJackThis (http://free.antivirus.com/hijackthis/) to scan your computer to see if there are any Browser HiJacks or Addons that are dodgy and that maybe causing your Internet Explorer to hang.
The problem I see is that there seems to be something that's 'hooking' onto IE or Windows Explorer that is hanging it from loading up correctly. It could be suspecious malware/spyware or virus as well so what you can also do is download and install Malwarebytes (from another computer obviously as your IE isn't working) - you can download it from http://www.malwarebytes.org/, install it then restart your computer in Safe Mode and then do a FULL SCAN from Malwarebytes to see what it picks up.
I've always found that Malwarebytes picks up stuff that Trend Micro, AVG or NOD32 doesn't pick up or is too late to pick up and can't clean it.
