I'm putting together a mailing list for a client and this is something he suggested we do, look up domains through public searches, build up an email list then email the users once a week. He said we can do this as long as we put a "Take me off this list" link at the bottom of the email.

So is this ok to do?

No, it's not OK. Sending unsolicited email to a large number of people would be spamming. It's still spamming even if the messages contain a removal link. The consequences for your client could range from nothing at all (the recipients might simly ignore the spam) to termination of his ISP account(s) (if you target domain admins the odds are good that many of them will be able and willing to report the abuse to the ISP's email abuse desk), and perhaps to civil or criminal legal actions if he fails to comply with the various spam-related regulations and laws in the jurisdictions that receive these messages.
