I've tried several things like turning off and unplugging my router (overnight), making a manual IP address through Internet Protocol Version 4 properties (which then doesn't let me access the internet) and etc.

If it IS static as you say, it is assigned to you by your ISP from their pool of addresses that they control and only your ISP can change it. DUH! A static IP address NEVER changes! It is designed that way for a business so they can run their own web server and not have to worry about DNS falling apart with a dynamic IP address. You pay extra for a static address for the convenience of having it NOT change so a domain can point to it through DNS. If you IP address changes, your domain can not resolve to your server.
I do not think you have a static address, and by trying to assign yourself one NOT under your control and not part of your private network, you screwed the pooch. Your network uses 192.168.X.X addresses. This range is NOT routeable, which means your ISP drops any packets with an address in this range that manages to get through your router. You need to set your windows client to "get IP address from host" or whatever, which is what dynamic addressing is. Your DHCP server in your router will assign you an address in the 192.168.X.X range (your INSIDE address), and you're done. Your router should be set up to get it's IP address (your OUTSIDE address) from your ISP. Your router has a NAT (network address translator) feature which coordinates the the traffic between the two addresses. NAT also is what acts as a firewall preventing anyone outside from connecting to any of your devices inside.

you need to set your IP settings to 'dynamic' on your router, if your router has this feature, then reboot router
